Strong Condemnation of Custodial Death in Jharkhand – Demand for Fair and Impartial Investigation

The All India Council of Human Rights, Liberties & Social Justice (AICHLS), under the leadership of Dr. Anthony Raju, Advocate, Supreme Court of India, expresses its deep anguish and strong condemnation of the reported custodial death that occurred at Palajori Police Station in Deoghar district, Jharkhand.

As per reports, the deceased was taken from his home for interrogation in connection with a cybercrime case. On May 22, 2025, during the course of interrogation, the victim’s health allegedly deteriorated and he was shifted to Deoghar Sadar Hospital, where he was declared dead. Family members of the victim have made serious allegations of custodial torture, claiming that physical abuse in police custody led to his untimely death.

"We strongly condemn this tragic incident, which amounts to a gross violation of basic human rights and constitutional safeguards," said Dr. Anthony Raju, Advocate, Supreme Court and Chairman of AICHLS. "We demand a fair, independent, and time-bound investigation under judicial supervision, and strict accountability of all officials involved."

AICHLS welcomes the action taken by the National Human Rights Commission (NHRC) in issuing a notice to the Jharkhand Government. However, we further demand:

Suspension and immediate arrest of police officials involved pending investigation
Judicial or CBI-led inquiry into the custodial death
Independent forensic and medical board for post-mortem examination
CCTV footage of the police station during the period to be preserved and made public
Adequate compensation and protection to the family of the deceased
Institutional reforms and mandatory human rights training for police personnel
This incident is yet another grim reminder of the urgent need for police reform and custodial accountability in India. Justice must not only be done but seen to be done.
